Analisar os desafios atuais no financiamento de iniciativas de direitos digitais e resiliência digital no Sul Global, além de propor caminhos concretos para o fortalecimento desse ecossistema. Este foi o objetivo do Position Paper “Funding for digitally resilient futures in the Global South”, lançado no dia 16 de março pela Digital Resilience Network (DRN), rede da qual o Instituto Nupef é integrante.

O documento destaca que, diante da redução de recursos para financiamento estrutural e das mudanças nas prioridades de doadores e organizações, torna-se urgente repensar como o trabalho em direitos digitais é financiado, governado e organizado. Para os membros da DRN, sustentar e fortalecer a resiliência digital no Sul Global exige uma mudança estratégica, baseada em maior intencionalidade, coordenação e compromisso de longo prazo.

Nesse sentido, o paper apresenta recomendações direcionadas tanto a financiadores quanto a organizações da sociedade civil, com foco na recalibração de práticas e no desenvolvimento de formas mais sustentáveis de apoio. Entre os pontos centrais, está a necessidade de promover solidariedades mais profundas, fortalecer redes de colaboração e criar sistemas de apoio mútuo entre organizações que atuam no campo dos direitos digitais.

Em um contexto de incertezas e transformações, este é um momento-chave para refletir sobre aprendizados acumulados e construir uma agenda prospectiva capaz de ampliar e qualificar as estratégias de incidência em direitos digitais.

To analyze the current challenges in funding digital rights and digital resilience initiatives in the Global South, as well as to propose concrete ways to strengthen this ecosystem. This was the objective of the position paper “Funding for Digitally Resilient Futures in the Global South,” released on March 16 by the Digital Resilience Network (DRN), of which the Nupef Institute is a member.

The document highlights that, given the reduction in resources for structural funding and shifts in the priorities of donors and organizations, it has become urgent to rethink how digital rights work is funded, governed, and organized. For DRN members, sustaining and strengthening digital resilience in the Global South requires a strategic shift, based on greater intentionality, coordination, and long-term commitment.

In this regard, the paper presents recommendations aimed at both funders and civil society organizations, focusing on recalibrating practices and developing more sustainable forms of support. Among the central points is the need to foster deeper solidarity, strengthen collaborative networks, and create mutual support systems among organizations working in the field of digital rights.

In a context of uncertainty and change, this is a pivotal moment to reflect on the lessons we have learned and to develop a forward-looking agenda capable of expanding and enhancing our advocacy strategies for digital rights.
